As much of you may know how to create scanlines in Photoshop, this is for those who don't. Now, there are many ways to create scanlines. The most common type is the 3x3 document with 1px blocks diagonally placed. This creates the diagonal scanline. (Note: image is zoomed in at 1600%)

The Basics
Creating scanlines is pretty simple. Following these easy steps will ensure your success at creating a standard scanline. We're going to create a diagonal scanline. Let's start.
Step One: Setting Up a Document
We're going to create a 3 pixels wide by 3 pixels high document, with 72 resolution in pixels, and a transparent background. So, to do this, go to File > New or hold CTRL + N and enter the following:

Step Two: Creating the Scanline
Now that you have a document open, click and hold on the brush tool and select Pencil. Make sure it is set to 1 pixel.

Now, all you have to do is make three square dots diagonally down the image shown here:

Step Three: Defining the Pattern
Make sure you have the image of the three square dots open, and go to Edit > Define Pattern... Type in "scanline1" or whatever you want and click "ok." Now you should be back to your image. Close that, and proceed to the next step.
Step Four: Adding the Pattern To an Image
Once you have all of this done, you will be able to use your scanline for any image. But, for this tutorial, we're going to add it to a simple image. Open a new image (File > New) and set the dimensions to 350 wide, and 150 high. Select the gradient tool (Click and hold the Paint Bucket tool and select Gradient Tool) and open up the gradient pallet at the top under the menu:

You can set the gradient to anything you'd like, as this image won't matter much. Anyways, add the gradient to the image and create a new layer. (Shift + CTRL + N) Select all (CTRL + A) and go to Edit > Fill and select these settings:

Step Five: Optional
After you have done this, you can play around with the opacity or create another scanline differently than the one explained in this tutorial.
Results
Here is a result using the diagonal scanline.

Well, I hope you had a good result with this. As I've said before, there are many ways to create scanlines. You can use many different sizes too, but I wouldn't use images larger than 12x12. Depending on the size, pattern designs can be applied in different ways. The possibilities are endless with this.
